Demand-driven, placement-oriented skilling scheme of the Ministry of Textiles (Scheme for Capacity Building in Textile Sector, SCBTS) to transform unskilled manpower into a skilled workforce across the textile value chain — garmenting, knitting, processing, man-made/synthetic fibres and traditional sectors including jute, silk, handloom, handicraft and carpet (excluding spinning and weaving in the organised segment). Training is NSQF-aligned, delivered by certified trainers with Aadhaar-enabled biometric attendance, and carries mandatory wage-employment/placement (70% in the organised sector, 50% in the traditional sector) with one-year post-placement tracking. Preference is given to marginalised social groups (SC/ST) and aspirational districts, and a large majority of trainees are women. Launched with an outlay of ₹1,300 crore, the scheme has been extended up to 2026.
