Flagship Central Sector skill-certification scheme of the Ministry of Skill Development & Entrepreneurship (MSDE), implemented by the National Skill Development Corporation (NSDC), launched on 15 July 2015. PMKVY 4.0 (under the Skill India Programme, FY 2022 to 2026) is candidate-centric, flexible, technology-enabled and market-driven, delivering NSQF-aligned training across three components — Short-Term Training (STT), Recognition of Prior Learning (RPL) and Special Projects — with a greater reliance on On-the-Job Training. Training and assessment fees are fully funded by the Government (free to the candidate). Unlike earlier versions, PMKVY 4.0 delinks placement from skilling, emphasising entrepreneurship and livelihood creation. It is implemented as a Central Sector Scheme with no state-managed component. Eligibility is open to Indian nationals holding a valid Aadhaar and meeting the eligibility criteria of the respective job role.
